Mr. Webber (played by Tom Morrissey) is one of the financial backers of Commodore Louis Kaestner's political coup against Nucky Thompson. He is present for the beginning of construction on The Atlantic City war memorial in 1921 and later at the meeting with his co-conspirators at Jackson Parkhurst's home. Mr Webber is clean shaven and bald headed. With regard to Parkhurst's service Webber tells Jimmy Darmody that "He blew the trumpet for the 9th." Webber mentions that they have made a substantial investment in The Commodore's plans at the meeting. ("Gimcrack & Bunkum")
