The Commission is the governing body of the Italian-American Mafia. It is formed by Meyer Lansky, Lucky Luciano and Benny Siegel in 1931 after the murder of Salvatore Maranzano and Valentin Narcisse. It consisted of the Five Families of New York City, including Buffalo and Chicago. ("Eldorado")
