Alderman is the title given to a member of the Atlantic City Council. Each council member represents one of the cities wards and is also known as a ward boss. In Atlantic City during the 1920s, the Republican party was completely dominant and all of the Aldermen were Republicans. The city council is responsible to the Atlantic City Mayor. The city's political boss, Nucky Thompson, controls the Mayor and by extension the council—he had the ward bosses managing bootlegging in the neighbourhoods they represented. Ward Bosses were responsible for taking orders and collecting payment from businesses in their areas while the Sheriff and his Deputies reviewed the orders and made deliveries. Under the rules of Nucky's organization, the ward bosses were also responsible for collecting protection payments from local businesses and cuts of all municipal salaries. They are involved in voter support in the wards they represent and manage Precinct Captains within their wards.
